Having hatchets in inventory you can't use alongside ones you can prevents you from Woodcutting

If I'm 1 wc and I have iron + rune hatchet in my inventory it won't let me wc unless I bank/drop the rune one. It should instead default to the highest tier axe you can use before giving you the error message that you can't woodcut.
